City Club starts its programming this year with a review of the 2006/2007 legislative session, conducted by Phil Barnhart. On Friday September 7th, he will cover what was passed and how the measures affect Eugene. Some potential topics include reforms of the health-care system, funding state troopers, fire-safe cigarettes and the rainy day fund.
Phil is the state representative for central Lane and Linn counties, including areas of Eugene. As chair of the Revenue Committee, he is in a great position to report on Oregon's finances. Phil has served on a number of committees in the past, covering topics that include transportation, tax reform, revenue and drug abuse policy.
With both a law degree and a Ph.D. in psychology, Phil brings considerable knowledge and training to his position as state representative. Outside of his service as District 11's state representative, Phil is a practicing psychologist and has been an adjunct faculty member at the University of Oregon.
